Lessons Learned: Snapshots from Virginia's Entrepreneurial Ecosystem

This is a hot time for entrepreneurial development in Virginia. All across the Commonwealth, conferences, hackathons, startup weekends, coffee chats, summits, and festivals are popping up. Workshops are increasingly being offered to help Virginians pursue what is fast becoming the new American dream - owning a small business. This trend is reinforced by national data and analysis:
- Small Business Ownership is the second greatest source of household wealth after home equity, and over 15% of the U.S. Labor-force owns a microbusiness (CFED).
- In most counties in the U.S., the percent of workers employed by locally- or resident-owned businesses outweigh the percent of workers employed by nonresident-owned businesses Smaller local businesses have a more positive effect on local economic performance - per-capita income growth, employment growth, and change in poverty - than larger local businesses. (Atlanta Federal Reserve Bank).
- From 2001 through 2009 (including the 9/11 crisis and the Great Recession), non-local employers (businesses located in one region but headquartered in another state) cut 7.1 million jobs and America's largest employers eliminated another 9 million jobs. Meanwhile, America's smallest firms generated 8 million net new jobs and self-employment grew by 3.2 million, a 91% increase (Center for Rural Entrepreneurship)
- Between 1998 and 2008, Stage 2 companies (10-99 workers) were responsible for the creation of an estimated 2 million jobs, while large companies lost 3.7 million jobs (Kansas City Federal Reserve Bank)
Engagement with a wide array of community and economic developers, business assistance groups, entrepreneurs, civic and government leaders across Virginia has provided us with a bird's eye view for the happenings in and around Virginia's economic & entrepreneurial development scene over the past year. Now that Global Entrepreneurship Week is upon us, there may be no better time to offer up some snapshot reflections on what we've seen as VCEN &SourceLink Virginia have journeyed to the heart of Virginia's entrepreneurship ecosystem.

Governor McAuliffe Announces Funding for Key Cybersecurity Priorities in Next Biennial Budget
WOODBRIDGE - Governor Terry McAuliffe announced today that his two-year budget will include significant funding to boost Virginia's cybersecurity industry through strategic educational investments. Governor McAuliffe made the announcement at the Commonwealth Conference on Cyber and Education at Northern Virginia Community College's Woodbridge Campus,
"I am committed to building the new Virginia economy, and cybersecurity education is a key component. I created the Cyber Commission to analyze how we can better prepare for the 21st century economy through a stronger focus on the fast-growing cybersecurity sector. Per its guidance, I will invest in an innovative cyber range and provide funding so that more of our higher education institutions can become designated as Centers for Academic Excellence. I will also invest in cyber scholarships and apprenticeship models," said Governor McAuliffe.
The Governor's cybersecurity investments will include:
- Investments to enhance individuals' practical skills for entering the cyber workforce.
- Scholarships for service will give students two years of tuition assistance in return for two years of public service upon graduation. If approved, Virginia will be the first state in the nation to do so on the state level.
- Cyber apprenticeship models will allow students to transfer between school and the workforce to gain real-world experience in the cyber field.
- An innovative cyber range that will provide high school and college students a virtual, secure platform to enhance their cyber skills. The range will enable the Commonwealth to provide training on cyberattack detection and defense, to develop cyber certifications, to encourage collaboration within the industry, to conduct research, and to offer training for active duty military and veterans.
- Funding to increase the number of Centers for Academic Excellence in Virginia. Centers for Academic Excellence (CAE) are certified universities and colleges that meet national standards for cybersecurity training. Northern Virginia Community College was the first two-year institution in Virginia to be named a Center for Academic Excellence. Early last month, Lord Fairfax Community College became the second community college to earn this important distinction. Additional community colleges are applying this January to be Centers of Academic Excellence. Funding in the budget will enable the Governor to pursue his goal for all 23 of Virginia's community colleges to achieve this recognition. The budget also includes funding for the faculty, staff and programming needed to assist four-year institutions as they seek this national recognition. So far, eight four-year institutions in Virginia, both public and private, have this designation.
"Building a quality talent pipeline is paramount in developing Virginia as the nation's cybersecurity leader. All of today's proposed budget investments will contribute directly to the Commonwealth's ability to meet industry needs," said Secretary of Technology Karen Jackson.
"This unique Education and Cyber conference has brought together stakeholders from across the Commonwealth to develop solutions and share ideas, and I am thrilled that this crucial work will continue," said Secretary of Education Anne Holton. "Today, we have taken a dramatic first step in making sure we are providing our students with the skills and training they need to fill the cutting-edge cybersecurity jobs of the 21st century."
On December 17th Governor McAuliffe will formally announce the biennial budget. Key investments will include K-12 education, economic development and veterans.
Member News: Serco Awarded $95 Million Patent Classification Contract with the U.S. Patent and Trademark Office
RESTON, VA - November 30, 2015 - Serco Inc., a provider of professional, technology, and management services, announced today the Company has been awarded a patent classification services contract with the United States Patent and Trademark Office (USPTO). Serco will provide initial patent classification and reclassification services to support USPTO's core mission of examining, granting, and disseminating patents and trademarks. The recompete contract has a one-year base period with four one-year option periods, and is valued at $95 million over the five-year period, if all options and award terms are exercised.
Serco's highly trained Scientists and Engineers are responsible for reviewing, analyzing, and applying classification symbols to newly submitted patent applications to assist with the USPTO examination process. Throughout the classification process, our team performs comprehensive performance management; quality assurance; information security; training; knowledge management; and IT support, engineering, and development of custom software.
Serco has supported the USPTO under this program since its inception in 2006, and currently processes approximately 1,600 applications a day, and over 400,000 applications annually. Under the contract, Serco has been instrumental in assisting the USPTO as it transitioned to a new international classification standard called Cooperative Patent Classification (CPC) and will continue to provide services within CPC that enables the USPTO to align and lead within the global intellectual property environment. Work on this program will continue to take place in Harrisonburg, Virginia.

MACH37 Cyber Accelerator Accepting Applications for spring 2016 session
Spring '16 Cohort to Begin on March 14th
The MACH37™ Cyber Accelerator has officially announced it will begin accepting applications from information security product startups and security entrepreneurs for its Spring 2016 (S16) Cohort that begins on March 14th. The MACH37™ program consists of an intense 90-day program in which the selected startups are coached in all aspects of creating a sustainable and successful business.
MACH37™ encourages entrepreneurs with emerging products and companies to apply for the S16 Cohort, which will be limited to 8 companies. The program is open to startups from any geography whose founders are ready to immerse themselves in a mentorship program designed to produce the next generation of leading security product companies. The program brings together domain experts, successful security entrepreneurs, buyers, and investors familiar with the security market into a platform that supports the rapid launch of next generation security technologies.
Upon acceptance into the program, participants receive a $50,000 investment to develop and launch their ideas into the market. Following completion of the program and a successful Demo Day presentation, the CIT GAP Fund will match up to $100,000 of outside investment for companies located in Virginia.
